Wind attacks the posts, not the panels
Wind load is set by how much air the fence stops and how tall it is, and all of it is carried down
the post into the ground. That means the wind ranking of a material is really a ranking of how
much footing it obliges you to buy: an open fence needs less, a solid fence needs more. A cheap
solid fence is not cheaper than an open one — it is the same money moved from the visible part to
the invisible part, and skipping it is why fences lean here. See

UV attacks the surface, and then the material
On wood it is bleaching, drying, and checking, which loosens fasteners and lets boards cup. On
vinyl it is embrittlement, which does not show until something knocks a panel that would have
shrugged it off when new — the reason the UV-inhibitor grade matters more here than in a milder
climate. On coated metal it is chalking and fading of the finish, which is cosmetic until the
finish is actually breached and, on iron, corrosion starts underneath.
Caliche attacks the schedule and the quote
It is material-neutral — every fence needs holes — but it is the single most common reason two
quotes for identical fences differ, and the most common place a corner gets cut. A hole stopped at
the caliche layer instead of taken through it produces a fence that looks finished and behaves
shallow. Ask every bidder what they expect to hit and whether getting through it is included or a
change order.
Blown dust and debris, the fourth one
Solid fences collect drifts of dust and vegetation on the windward side. That adds load, holds
moisture against wood at the base, and needs clearing. Open fences collect very little. It is a
small factor next to the other three, and it points the same direction they do.
